Second potential incinerator site revealed - near M1 J22

A memo from the County Solicitor, circulated today to all County Councillors, has revealed that a second site is being considered for the County Council’s proposed new incinerator, in addition to a site in Whetstone. The second proposed site is at Bardon. Leicester Friends of the Earth have been campaigning against the proposed incinerator and recent rises in recycling rates in the County have placed question marks over the scheme’s financial viability; The revelation that the County Council has now identified and acquired a second site is further evidence that they are not yet prepared to give up on the scheme.

4th April update

The outline business case (OBC) for the incinerator is being discussed at the County Council on the 8th April. Quite a lot has changed to undermine the case to build the incinerator. Recycling in Leicestershire has shot up to 46.5% as of last September. This made the 50% target for the next 32 years untenable. The Documents now talk of 58% recycling again BUT the size of the plant has reduced by only 11,000 tonnes even though they would recycle an extra 30,000 tonnes!

The higher recycling rate has removed the financial need to build an incinerator in a rush. Their graph of cost show even if build on time and on budget the incinerator would save nothing for years. Later the incinerator (blue line) only costs less because they apply a lower rate of inflation to the incinerator to other waste treatment options!

The real solution is to get recycling higher each year so that the costs go down.

The cabinet at Leicester county council have voted to apply for PFI funding to build a waste incinerator in the county. Most of the details were kept secret even from county councillors but they kept spinning in the press.

We now have most of the details after a request to DEFRA using Freedom of information laws.

It seems that they are planning an 191,000 tonne per year mass burn incinerator. They own a site at Whetstone, for which access improvements are to be studied. Leicester Friends of the Earth have produced a press release about what we know so far.

Local Friends of the Earth groups have been campaigning against the County Council's proposals to build a big new incinerator in Leicestershire, to burn over half of the County's waste. Using the Freedom of Information regulations, Friends of the Earth have now managed to obtain the initial PFI funding expression of interest documents from the Council. These documents suggest that the waste transfer site at Whetstone is under consideration for the waste burner. The main document describes a waste transfer station and site of a former incineration facility as being available and owned by the county council. Later the need for access improvements is highlighted and with an appendix studies total transfers distances for the project, assuming the treatment plant is located at Whetstone. It is likely that other nearby site could be studied as alternative locations.

Norwich Evening news - Plans for waste treatment centre

Plans for a state-of-the-art waste treatment plant on the edge of Norwich have been submitted. A planning application for the mechanical biological treatment (MBT) facility in Costessey has been lodged with South Norfolk Council.

The scheme won backing from the county council as an alternative to a controversial incinerator to treat 150,000 tonnes of Norfolk's residual waste instead of burying it to landfill sites.

Keith Kondakor is a member of Nuneaton and District Friends of the Earth. He discovered the strategy to build a giant incinerator in Warwickshire for municipal waste by accident when he tried to get Nuneaton and Bedworth Council to recycle plastic. Those plans are now effectively dead after almost 2 years of campaigning.

He now helps some of the other groups with their campaigns and has been active in objecting to mass-burn waste incinerators in Hull, Nottinghamshire and now Leicestershire.
